Newly proposed changes are intended to encourage customers to install batteries to store energy along with solar arrays to help California deal with electricity shortages in the evening when solar production fades.
Solar advocates are concerned the new changes will discourage new customers to rooftop solar, due to the costs involved, and create a downward trend in renewable energy in the state.
