Experience
Ms. Elbayoumy has acted as lead counsel in connection with 250 MW of waste to energy project development, working alongside large and small companies, municipalities, development banks, and private equity funds. With a focus on the acquisition of critical path project entitlements, she has developed specialized expertise in strategic project structuring, technology supply, construction, perfection of landfill gas rights, offtake and gas pipeline agreements.
During her time as General Counsel to a biomass company, she was heavily involved with commercialization of biogas technologies, receiving the EPA’s project of the year and SWANA’s Innovation Award establishing proof of concept for the production of CNG and food grade liquid CO2 from raw landfill gas in a closed-loop system. This technology was successfully commissioned to treat Brazil’s largest landfill, at 20,000 normal cubic meters per hour (nM3/hr) of raw landfill gas, produce 9,000 nM3/hr of fuel-grade biomethane gas and was recognized by then Vice President Joe Biden as the U.S. Export Import Bank Renewable Project of the Year.
Her regional experience spans across North and South America, West and North Africa and the Middle East, serving as a U.S. Trade Delegate to Egypt on energy and security. She received her Bachelor’s Degree from UCLA, with a major in international economic development and a Juris Doctorate from Thomas Jefferson School of Law. She is licensed to practice in California.
